106年度全國高中英語辯論比賽區域賽實施計畫
- 目的
- 培養學生批判思考能力、增進學生口語溝通技巧、精進學生寫作能力、提升學生對公共事務之興趣。
- 提供各區師生演練空間、觀摩活動機會,達到教育與實作結合之成效,進而選拔全國賽事隊伍選手。
- 辦理單位

- 承辦學校:北區—武陵高中;中區—西苑高中;南區—臺南女中。
- 參加對象
- 各區公私立高級中等學校為主(以報名先後順序為依據、所屬區域學校為優先,額滿為止),各校以錄取一隊為原則,待報名截止後若尚有餘額,通知錄取同校第二隊。
- 參賽隊伍最多共十二隊,每隊辯士正取三至六人、備取二人,由各校指導教師就正取的數名辯士中,自行決定正、反方之辯士組合及出場順序。
- 每校參賽指導教師至少一位,並請派出一位英文教師擔比賽當天評審,評審老師請務必準時參加「賽前評審會議」(時間另行通知)。

2017 Regional High School English Debate Tournament
- Purpose:
- To encourage research and active learning, thereby sharpening students’ English speaking and logical thinking skills.
- To promote interscholastic debating events throughout Taiwan.

- Eligibility:
- There will be three regional tournaments held respectively in the Northern, Central, and Southern regions of Taiwan. The tournaments are mainly for high school students. Each school can send one team to participate. Registration is on a first-come, first-serve basis. Priority will be given to high schools within their regions. (Each school should enter only one team. The second team from a school will be accepted only when there are spots unfilled after the registration deadline.)

There will be a total of 12 teams, with 3-6 debaters (and 2 backup debaters) on each team. The name list should be confirmed before 17:00, January 11th. Coaches should decide on the combination of the debaters and their speaking order for each of the 3 debate rounds, and should inform the organizer about their decisions 17:00, March 3rd at the latest. No change is allowed afterwards (Please note that the change of the combination and the order simply means their debating sequence. And you may not replace any of the debaters already entered in the competition after your confirmation).
- Southern
There will be a total of 12 teams, with 3-6 debaters (and 2 backup debaters) on each team. The name list should be confirmed before 16:00, March 6th. Coaches should decide on the combination of the debaters and their speaking order for each of the 3 debate rounds, and should inform the organizer about their decisions 16:00, March 9th at the latest. No change is allowed afterwards (Please note that the change of the combination and the order simply means their debating sequence. And you may not replace any of the debaters already entered in the competition after your confirmation).
iii. Northern
There will be a total of 12 teams, with 3-6 debaters (and 2 backup debaters) on each team. The name list should be confirmed before 17:00, March 24th. Coaches should decide on the combination of the debaters and their speaking order for each of the 3 debate rounds, and should inform the organizer about their decisions 17:00, April 10th at the latest. No change is allowed afterwards (Please note that the change of the combination and the order simply means their debating sequence. And you may not replace any of the debaters already entered in the competition after your confirmation).
- Each school should have at least one coach, and send one English teacher to be the adjudicator for the tournament. All adjudicators are required to attend a judges’ meeting prior to the tournament (date to be announced).

- 辯題

- 比賽規則說明
- 比賽地點:北區—武陵高中;中區—西苑高中;南區—臺南女中
- 比賽時間:上午9時開始報到、9時30分賽前說明、10時開始比賽,遲到之隊伍視為棄權。
- 本辯論比賽採以下方式:每場比賽由正方一隊,反方一隊參加,每隊三人,時間五十分鐘,兩方依申論先後順序,分為正方一辯、二辯、交叉質詢與反方一辯、二辯、交叉質詢,六位辯士上臺順序與辯論時間如下:

- 準備時間一分鐘
- 反方一辯申論五分鐘

若參賽隊伍未依照以上辯論順序進行,該部分將不予以計分。
若前方辯士時間未到即結束時,直接接續下一順序辯士進行。
- 場次及正反方:由承辦單位最晚於賽前一週公布第一場、第二場比賽之場次與正反方,第三場次則於比賽當日公布。
- 賽事裁判:每場比賽有三位裁判,將聘請大學教授及高中教師或有相關背景之社會人士擔任評審。
- 進行方式:本賽事採積分制,每場比賽各隊最多可獲三分,最少零分。三場賽事得分累積為該隊在本賽事之總分,將取賽事總分最高前三名為優勝隊伍,排名第四至第五名者獲選評審團獎。若遇賽事總分相同時,則以評審決議排序積分決定先後順序;若遇排序積分相同時,以三輪對打隊伍之排序積分總和作為判定標準,對手排序積分總和較高者勝出。此外,評審將就各場賽事五位辯士之表現,分別給予個人分數,表現最佳者6分、次佳者5分、依序排列至得分1分,三輪賽事結束後,積分最高前三名者為最佳辯士,排名第四及至第五名者為優良辯士。若遇同分時,依序以「各場次競爭隊伍排序積分總和」(競爭隊伍積分總和較高者勝出)、「該辯士是否同時參與正反方辯論」(同時參與正反方辯論者勝出)及「所屬隊伍排序積分」(所屬隊伍積分較高者勝出)為判定標準。
- 計時方式:辯論當中計時員將舉牌並響鈴,提醒辯士剩下的時間。申論時,計時員會分別於剩下二分鐘、一分鐘及半分鐘時提醒。質詢時,分別於剩下一分鐘及半分鐘時提醒。申論準備時間,於半分鐘時提醒,時間到時,辯士必須立即上臺並開始計時。結辯準備時間,分別於剩下二分鐘、一分鐘及半分鐘時提醒,時間到時,辯士必須立即上臺並開始計時。結辯時,則分別於剩下二分鐘、一分鐘及半分鐘時提醒。時間到時,計時員將響鈴,之後每十秒鐘響鈴一次,一超過三十秒即響長鈴,辯士必須立即下臺;每超過規定時間十秒鐘,扣總分一分;唯交叉質詢時間到時,辯士必須立即下臺。輪到任何一隊做申論、質詢或結辯時,計時員將響鈴,鈴響後該隊應立即上臺,若不按時間出場,每晚十秒鐘扣總分一分。
- 攜帶物品:學生請務必攜帶身份證或學生證以查驗身分。辯論時可攜帶字典及紙本資料,但是禁止使用任何電子儀器及視覺輔助道具。唯各隊應準備證據卡(Evidence Cards),以備對方辯士審查佐證資料之用。任何在申論中所提及之證據,皆須有相對應之證據卡,對方辯士可於交叉質詢時提出要求審查某一證據卡或所有申論中所用之證據卡,並當場交由隊友檢視,唯須在該交叉質詢時段後的申論結束時交還對方(建議各隊準備兩套證據卡以因應此規定);此外,得提供賽事裁判審查佐證資料,於整場辯論後、勝負判決前使用。
- 棄權處理:參賽隊伍若臨時只有兩人可出賽,將由其中一人負責結辯。只有兩名辯士之隊伍,因無法滿足本賽事一隊至少三人之規定,故只具角逐個人獎項之資格,而無法競爭團體獎項。且若無充分理由,報名後棄賽之隊伍,承辦單位將斟酌下一年是否錄取參賽。
- 參賽規範:賽事進行中,講臺上的辯士禁止與臺下隊友及觀眾交談互動,唯被質詢者要求相關資料以回答質詢者問題時,隊友可傳遞相關資料,以利質詢順利進行。參賽隊伍或個人若有失辯士風範之情事, 一旦有具體事證,且經評審團會議通過,將取消其獲獎資格,由積分排名緊接在後之隊伍或個人依序遞補。
- 比賽場地注意事項
- 場地內沒有麥克風。
- 教室內不得飲食,請勿攜帶食物入內。
- 比賽開始後將關閉後門,除承辦單位的工作人員外,禁止任何人出入。
- 為避免影響辯論同學,比賽開始後請勿走動或交談,並請確實關手機。
- 比賽進行中請勿鼓掌喧鬧。
- 觀眾席師生與家長嚴禁與場上辯士有任何交談或傳遞書面訊息之行為。
- 若欲錄影請於賽前架設完畢,欲照相者切勿使用閃光燈,以免打擾比賽之進行。
- 競賽場地待安排確認後,再行通知各參賽學校。
- 比賽當日注意事項
學生請穿著整齊服裝,於報到時請學生出示身份證或學生證。各場次活動前也請出示證件以利身分核對。
Regional High School English Debate Tournament Competition Rules

- National Tainan Girl's Senior High School (Southern region)
- Time: Sign-in at 9:00 AM, briefing on rules at 9:30 AM, and first debate round starting at 10:00 AM. Late-coming teams are automatically disqualified
- Each match consists of an Affirmative team and a Negative team, with three debaters on each team. 50 minutes of time are allotted as follows:
- First Affirmative constructive speech 5 minutes
- Second Negative cross examines First Affirmative 3 minutes
- Preparation period for constructive speech 1 minute
- First Negative constructive speech 5 minutes
- First Affirmative cross examines First Negative 3 minutes
- Preparation period for constructive speech 1 minute
- Second Affirmative constructive speech 5 minutes
- First Negative cross examines Second Affirmative 3 minutes
- Preparation period for constructive speech 1 minute
- Second Negative constructive speech 5 minutes
- Second Affirmative cross examines Second Negative 3 minutes
- Preparation period for rebuttal speech 5 minutes
- Third Negative Rebuttal 5 minutes
- Third Affirmative Rebuttal 5 minutes
* If any team doesn’t follow the above sequence, its score for that speech or cross-examination will be taken off. If the debaters do not use up their allotted time, simply proceed to the speech or cross-examination period that follows.
- There will be 3 debate rounds, and teams will have to defend both sides of the resolution over the course of the tournament. The first- and second-round school matchups will be posted a week prior to the tournament the latest, and the third-round matchups will be announced on the day of the tournament at the venue.
- Each debate match will have a panel of 3 judges. Professors, senior high school teachers, and experts specializing in relevant fields will be invited to adjudicate.
- Scoring system:
- The competition will operate on a points-accrual system. For each round, each team may accrue a score from 0 to 3. The top three teams, ranked by their total points across three rounds, will be the winning teams; the teams ranked 4th and 5th will be given “Judges’ Choice Award”.
- If any two teams have the same points, their “ranking scores” will be examined to decide which team wins out. (The “ranking score” is the score given after all three rounds have been completed; judges in each panel will rank the six teams they have judged and give each team a “ranking score”.) If their “ranking scores” are still the same, the “ranking scores” of their respective opponent teams will determine which team is the winning team.
- For each round, each debater will be given a score from 1 to 6 based on his/her performance by the adjudicators. The top three debaters, ranked by their total points across three rounds, will receive the honor of “Best Debater”; debaters ranked 4th and 5th will win the honor of “Honorable Mention Debater”. If any two debaters score the same points, the ranking will be determined based on the following criteria (in order of priority): 1) the “ranking scores” of their opponent teams; 2) whether the debater defends both sides; 3) their team’s “ranking score”.
- Timing:
- During the debate, the timer will flash cards and ring a bell to indicate the remaining time:
- Constructive speeches: 2 min, 1 min, 30 sec
- Cross examination: 1 min and 30 sec
- Preparation period for constructive speech: 30 sec
- Preparation period for rebuttal speech: 2 min, 1 min, and 30 sec
- Rebuttal: 2 min, 1 min, 30 sec.
- When it is time for a constructive speech, cross-examination or rebuttal speech, the timer will ring the bell; the debaters will be called to the lectern and thus must proceed to the lectern immediately. A point is deducted for every 10 seconds of delay.
- When time is up, the timer will also ring the bell, with subsequent rings for every 10 seconds overtime. Debaters will hear a long ring after 30 seconds overtime, and have to get off the stage immediately. A point will be deducted for every 10 seconds overtime. (Please note that no overtime is allowed for cross-examinations.)
- Required items:
- Debaters must bring their Student ID cards or ID cards.
- Dictionaries and references are allowed, but all electronic devices are prohibited during the debate.
- Each team needs to prepare evidence cards for cross-examination. Any evidence cited during the debate should have a corresponding evidence card, which may be reviewed upon request by the cross-examiner and their teammates. The card(s) need to be returned at the end of the constructive speech following the cross-examination. Teams are advised to bring two sets of cards for this reason. The card(s) also need to be given to the adjudicators for reference after each debate round (and will be given back after the result is announced).
- For each round, there should be 3 debaters on each team. If, for some reasons, a team only has 2 debaters available, it may proceed with 2 debaters (with one giving both constructive and rebuttal speeches), but will not be able to compete for team awards. If a team drops out without a sound reason, the organizers reserve the right to disqualify the team sent by the same school from the tournament next year.
- Debaters on the stage are not allowed to discuss with their teammates at all times; but during cross-examination periods, cross-examinees can take the needed evidence from their teammates to facilitate the cross-examination. All teams/debaters must not behave disrespectfully toward others, or the adjudication committee may invalidate their claim to any prize. The vacancy will be filled by the next ranked team/debater.
- Notes:
- The rooms will not have microphones.
- Eating and drinking are prohibited in the classroom.
- Doors will be shut right after the competition begins. Any entry is forbidden except for staff members and coordinators of the organizer.
- In order not to disturb the speaker, chatting and walking around in the classroom are not allowed during the debate. Please make sure your cell phone is turned off as well.
- Clapping is not allowed during the debate.
- Members in the audience are not allowed to talk to debaters in the front, nor are they allowed to pass over any information or materials.
- If you want to record or take photos, please set up your device before the debate begins. Flash is prohibited.
- Participating schools will be notified of the classrooms for debate matches once the information becomes available.
- Debaters are advised to wear uniforms or formal clothes and shall bring with them their student ID cards.
